BACK TO VILLAGE - A challenging period in the life of Ekta Parishad

Mobilization of marginalized communities by Ekta Parishad began back in the 1980’s. This was a time taking process. Many years of cadre building followed by many years of expansion leading to many years of foot-marches and other actions finally shaped an organization with energy and commitment to influence policies and programs at regional and national Govt.

What we witnessed in 2007 during Janadesh and again in 2012 during Jansatyagraha are a culmination of this nonviolent energy that was building since 1980. For many years the major thrust was to address the policies of the Government through struggles and dialogue. Having brought about many policy changes, now it is time for the organization to guarantee implementation of these policies and programs. While EP focuses on policies related to land there were others who were trying to bring about a change in policies pertaining to information/transparency, employment, food rights etc and we have a responsibility to support such efforts whenever it is possible.

The basic agenda of ‘Back to village’ campaign is reorganizing political, social, and economic space of the village. We are also planning to give a special focus to the economic space by setting up an economic committee at the national level. This committee, with the help of activists and village leaders will have to create a data base of people’s current economic positions by including in the database the current land holding of our communities and activists. Identifying the quantum of land our community members got because of struggles, the current utilization pattern of these lands, the next steps to further develop these lands, the kind of agriculture that is suitable for different contexts will be some of the focus areas of this database.

Identifying the resources that are needed to increase production, storage facilities that are needed to take advantage of agricultural production, encourage communities to move from individual agriculture to group agriculture, from individual assets to group assets are some agenda items within the economic domain. In areas were community did not get land we need to be exploring non land-based economic activity. This will include medicinal plants collection, beekeeping, bamboo crafts, forest produce collection & processing etc.  In the process of building a village economy around what is available today, each community can start saving for the next action in 2020.  A strong village level economy will provide greater possibility for our next action. Exploring financial resources through Govt. institutions will be helpful in developing a live economic space for the marginalized communities.

Organizing non-violent actions on FRA and shelter land provision at the village level can bring more land to the people. Provisions like MNREGA and Right to Food also offer possibilities for organizing non-violent actions to bring justice to marginalized communities. It will also be important to work on using and expanding the political space within the gram sabha and panchayat. Opportunities in the socio-political spaces that open up at various points of time need to be fully used.

These interventions in the village in the economic and political space can also be used for training and promoting new leadership that will carry the action in 2020. In a globalizing world that seeks to transfer land and livelihood resources from communities to corporations and democratic space is shrinking to enable this transfer of livelihood resources, using available spaces effectively and bringing a positive change in the villages is indeed a big challenge but I believe that we at Ekta Parishad are ready and capable to take up this challenge.

Retour vers le village – Une période pleine de défis dans la vie d'Ekta Parishad

Ekta Parishad a commencé à mobiliser les communautés marginalisées dans les années 80. Cela a pris beaucoup de temps. Des années de constructions de cadres, suivies par des années d'expansion qui ont conduit à des années de marches et d'autres actions de masse ont finit par définir une organisation énergique, engagée dans l'influence des politiques et des programmes aussi bien au niveau régional que fédéral.

Ce dont nous avons été les témoins lors de Janadesh en 2007, puis à nouveau lors de Jan Satyagraha en 2012, c'est le paroxysme de cette énergie non-violente générée depuis les années 80. Pendant des années, les efforts étaient dirigés principalement vers le fait d'influencer les politiques gouvernementales par l'équilibre entre les luttes et le dialogue. Nous avons obtenu beaucoup de changements au niveau des politiques, il est temps à présent pour l'organisation de s'assurer de la mise en oeuvre de ces programmes et de ces politiques. Tandis que EP se concentre sur les politiques concernant la terre, d'autres tentent d'apporter le changement en matière d 'information, de transparence, d'emploi, de droits à la l'alimentation, etc., et nous avons le devoir de soutenir ces efforts autant que possible.

L'agenda principal de la campagne „retour vers le village“ est de réorganiser l'espace politique, social et économique du village. Nous allons donner une attention particulière à l'espace économique en mettant en place un comité économique au niveau national. Ce comité, avec l'aide des militants et des chefs de villages, va créer une base de données de la situation économique actuelle des villageois, en incluant dans cette base les données foncières actuelles de nos militants et de nos communautés. Seront identifiés dans cette base de données : la quantité de terres obtenue par nos communautés suite aux luttes, l'utilisation actuelle de ces terres, les prochaines étapes de développement envisageables pour ces terres, le type d'agriculture qui serait le plus adéquat, etc.

Lorsqu'on parle d'un agenda économique, on parle d'identifier les ressources nécessaires pour augmenter la production, de possibilités de stockage pour bénéficier mieux des produits agricoles, d'encourager les communautés à passer d'une agriculture individuelle à une agriculture collective, de biens individuels à des biens collectifs, etc. Dans les zones où les communautés n'ont pas reçu de terres, il faut que nos explorions les possibilités de ressources non-agricoles. Cela inclut la collecte de plantes médicinales, les ruchers, l'artisanat à base de bambou, la collecte et la transformation de produits forestiers, etc. Tout en construisant une économie au niveau du village en se basant sur les réalités d'aujourd'hui, chaque communauté peut aussi commencer à économiser pour la prochaine action de masse en 2020. Une économie forte au niveau des villages va aussi nous permettre plus d'envergure pour notre prochaine grande action collective. Les ressources disponibles via les institutions gouvernementales seront aussi utiles pour développer une espace économique pour les communautés marginalisées.

Le fait d'organiser des actions non-violentes autour du FRA (Forest Rights Act) et des réserves pour les terres pour se loger, au niveau des villages, pourrait amener plus de terres aux gens. Des textes comme le MNREGA et le Droit à l'alimentation offre de grandes possibilités d'organiser des actions non-violentes pour apporter la justice aux communautés marginalisées. Il est important aussi de veiller à utiliser et à élargir l'espace politique dans les gram sabhas et les panchayats. Les opportunités qui s'ouvrent dans les espaces politiques et sociaux régulièrement doivent être utilisées pleinement.

Ces interventions au niveau du village, dans les espaces économiques et politiques, seront utiles pour développer et promouvoir de nouveaux leaderships qui soutiendront l'action de 2020. Dans un monde globalisé qui cherche à transférer les terres et les ressources des communautés vers les multinationales en réduisant l'espace démocratique pour s'assurer de ce procédé, le fait d'utiliser les espaces encore possibles efficacement pour amener un changement positif dans les villages est un vrai défi, mais je pense que nous sommes, à Ekta Parishad, prêts et capables de le relever.

Zurück in die Dörfer – Ein herausfordernder Abschnitt in der Geschichte von Ekta Parishad

In den 80er Jahren hat Ekta Parishad mit der Mobilisierung marginalisierter Bevölkerungsgruppen begonnen. Dabei handelte es sich um einen zeitaufwändigen Prozess. Den vielen Jahren der Kaderbildung folgten etliche Jahre der Expansion. Dieser Entwicklung führte zu vielen Jahren mit Fussmärschen und anderen Aktionen, woraus sich schliesslich eine Organisation formte, die die Energie und das Engagement besitzt, Politik und Programme auf regionaler und nationaler Regierungsebene zu beeinflussen.

Im Jahre 2007 während Janadesh und noch einmal im Jahr 2012 während Jansatyagraha wurden wir Zeugen dieser gewaltlosen Energie, die sich seit 1980 angehäuft hat. Während vielen Jahren lag der Schwerpunkt unserer Arbeit in der Mitgestaltung der Regierungspolitik durch gewaltlose Aktionen und Dialoge. Nachdem es uns gelungen ist, auf politischer Ebene viele Veränderungen herbeizuführen, ist es für unsere Organisation nun an der Zeit, die Umsetzung und Implementierung dieser Policies und Programme zu gewährleisten. Während sich Ekta Parishad auf landsspezifische Politikfelder fokussierte, haben sich andere Akteure in zusätzlichen Bereichen wie Informationstransparenz, Beschäftigung und Arbeit und dem Recht auf angemessene Ernährung etc. engagiert. Wir tragen Verantwortung dafür, diese Bemühungen wenn immer möglich zu unterstützen.

Grundlegend zielt die Kampagne „Zurück in die Dörfer“ („Back to the Village“) auf die Reorganisation der politischen, sozialen und ökonomischen Sphäre in den Dörfern. Mit der Gründung eines Wirtschaftskomitees auf nationaler Ebene planen wir, einen speziellen Fokus auf den ökonomischen Raum zu richten. Aufgabe dieses Komitees wird es sein, mit der Hilfe von Aktivisten und Dorfvorstehern eine Datenbank zu realisieren, in welcher die derzeitigen ökonomischen Situationen der Leute dokumentiert werden. Dazu werden die gegenwärtigen Landbesitzverhältnisse unserer Kommunen und Aktivisten erfasst. Des Weiteren liegt ein Schwerpunkt dieser Datenbank darin, die durch gewaltlose Aktionen erhaltenen Landflächen und die momentane Nutzungsart des Bodens zu bestimmen. Zudem sollen die nächsten Schritte zur Entwicklung dieses Bodens und die Kultivierungsarten, die für die verschiedenen Kontexte geeignet sind, in der Datenbank berücksichtigt werden.

Im ökonomischen Bereich gilt es, die Ressourcen, die für eine Produktionssteigerung benötigt werden, zu identifizieren und die benötigten Lagermöglichkeiten zu erschliessen, die es erlauben, einen Vorteil aus der landwirtschaftlichen Produktion zu erzielen. Die Gemeinschaften sollen ermutigt werden, von individueller Landwirtschaftsproduktion auf Gruppen-Landwirtschaft („group agriculture“) umzustellen und den individuellen Besitz in der Gruppe zu nutzen. In Gebieten, in denen Gemeinschaften leben, die kein Land bekommen haben, müssen wir die Möglichkeiten von landunabhängigen ökonomischen Aktivitäten untersuchen. Darunter fallen das Sammeln medizinischer Pflanzen und anderer Produkte des Waldes und deren Verarbeitung, die Bienenzucht und Fertigungen aus Bambusrohr, um nur einige zu nennen. Rund um die bestehenden Verhältnisse soll damit eine Dorfökonomie aufgebaut werden. In diesem Prozess können die verschiedenen Gemeinschaften bereits für die nächste Aktion im Jahr 2020 sparen. Eine starke Dorfökonomie ebnet den Weg für weiterführende Möglichkeiten für unsere nächste Aktion. Die Erschliessung finanziellen Ressourcen von Regierungsinstitutionen hilft bei der Entwicklung eines lebendigen ökonomischen Raums für marginalisierte Gemeinschaften.

Die Organisation von gewaltfreien Aktionen auf Dorfebene bezüglich FRA (Forest Rights Act) und Shelter Land Provision kann Menschen zu mehr Land verhelfen. Verordnungen wie MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act) und Right to Food eröffnen weitere Möglichkeiten für gewaltfreie Aktionen, um Gerechtigkeit für marginalisierte Gruppen zu schaffen. Ausserdem ist es wichtig, den politischen Spielraum im Gram Sabha und im Panchayat auszuschöpfen und zu erweitern. Grundsätzlich gilt es alle Möglichkeiten vollständig auszunutzen, welche sich in sozio-politischen Räumen ergeben.

Diese Interventionen in die politischen und ökonomischen Rahmenbedingungen der Dörfer können auch für die Ausbildung und Förderung einer neuen Führungsriege genutzt werden, welche die Aktion im Jahr 2020 tragen wird. In einer globalisierten Welt, in der Land und Lebensgrundlagen zunehmend von Gemeinschaften in Konzerne übergehen, und in der die demokratischen Spielräume aufgrund dieses Ressourcen-Transfers schwinden, ist es eine grosse Herausforderung, die verfügbaren Spielräume effektiv zu nutzen und positive Veränderungen in den Dörfern herbeizuführen. Ich bin der festen Überzeugung, dass wir von Ekta Parishad bereit und fähig sind, uns dieser grossen Herausforderung zu stellen.
