Dear friends,

On October 11th 2012, the Indian people's movement Jan Satyagraha (Sanskrit meaning "peaceful soul force"), secured far-reaching promises from the Indian government for desperately needed land reform to help the poor and marginalised, but only after 50 000 people had marched towards Delhi. They now stand on the cusp of making those promises come to life.

The government is on a deadline to deliver by April 11th; six months to the day from the original agreement. There are a few critical meetings coming up. The first has been called by Rural Development Minister Jairam Ramesh for April 6th. The Revenue Ministers from all the States will gather to discuss how – or even if – to implement the 10-point land reform plan.[1] After that, the National Land Reform Committee will meet on April 11th. If they do not deliver a strong action plan at this meeting, the Jan Satygraha will march again.

In anticipation of these meetings, the Jan Satyagraha movement is calling on all of its supporters in India and around the world to bring a new, global aspect to their struggle. International social movements such as /The Rules have committed to help build a virtual Jan Satyagraha to bring international pressure at this crucial moment. The Indian Government has agreed in principle to enact the reforms, let’s make sure they keep their promise.

The agreement includes measures that will mean millions of people can start supporting themselves on their own small plots of land. It will give fresh life to long neglected legislation that should be protecting the rights of poor and marginalised communities, like the Land Reform Acts from the 1950s and the more recent Forest Rights Act of 2006. Most importantly, it will require state and national governments to work together in new ways to ensure landless poor and marginalised people can secure their rights.

Le 11 octobre 2012, le mouvement social indien Jan Satyagraha (du sanscrit “force de l’esprit pacifique“), a obtenu des promesses considérables du gouvernement indien pour une réforme agraire absolument nécessaire pour aider les communautés démunies et marginalisées, mais seulement après que 50 000 personnes ont marché en direction de Delhi. Ils se tiennent prêts maintenant à faire en sorte que ces promesses soient tenues.

Le gouvernement a jusqu’au 11 avril pour tenir parole; six mois après la signature de l’accord. Plusieurs réunions essentielles sont prévues. La première, convoquée par le Ministre du Développement rural Jairam Ramesh, se tiendra le 6 avril. Les Ministres du Revenu de tous les Etats se réuniront pour discuter comment – le cas échéant – appliquer le plan de réforme agraire en 10 points.[1] Ensuite, le Comité National de Réforme Agraire se réunira le 11 avril. Si cette réunion ne donne pas naissance à un plan d'action décisif, Jan Satyagraha se remettra en route.

A l'aube de ces réunions, le mouvement Jan Satyagraha appelle tous ses soutiens en Inde et dans le monde à apporter un nouvel aspect international à sa lutte. Des mouvements sociaux internationaux tels que The Rules se sont engagés à aider à la création d'une Jan Satyagraha virtuelle afin de renforcer la pression mondiale en ce moment crucial. Le Gouvernement indien s'est engagé sur le principe à faire des réformes effectives, à nous de nous assurer que ces promesses seront tenues.

Am 11. Oktober 2012 versprach die indische Regierung der indischen Volks-Bewegung Jan Satyagraha [Link: http://www.ektaeurope.org/de-de/jansatyagraha2012.aspx] eine weitreichende, von den Ärmsten Indiens dringend benötigte Landreform. Zuvor waren 50'000 Menschen vom Gwalior nach Agra gewandert, um die Regierung zum Handeln zu zwingen. Heute, ein halbes Jahr später, ist es Zeit, dass diese Versprechungen von der indischen Regierung in die Tat umgesetzt werden.

Bis am 11. April muss die indische Regierung liefern – sechs Monate nach dem Abkommen am Ende des Jan Satyagraha. Es stehen nun einige entscheidende Treffen an: Ein erstes wurde vom Minister für ländliche Entwicklung, Jairam Ramesh für den 6. April angekündigt: Dort werden die Finanzminister aller Bundesstaaten darüber diskutieren, wie der 10-Punkte-Landreformplan [Aktivlink: http://www.ektaparishad.com/enus/jansatyagraha2012march/agreementonlandreforms.aspx] umgesetzt werden soll. Ob diese Umsetzung gelingt, ist aber noch keineswegs sicher. Am 11. April wird sich dann das Nationale Landrechtsreform-Komitee treffen. Wenn bis dann kein überzeugender Aktionsplan vorliegt, wird Jan Satyagraha wieder marschieren.

Mit Blick auf diese Treffen geht es nun darum, dem Kampf der Jan Satyagraha Bewegung in die Welt hinauszutragen. Zusammen mit internationalen sozialen Bewegungen wie «The Rules» organisieren wir jetzt einen virtuellen Marsch für Gerechtigkeit, um in einem entscheidenden Moment unserer Kampfes internationalen Druck zu erzeugen. Die Indische Regierung hat den Reformen grundsätzlich zugestimmt, sorgen wir jetzt dafür, dass sie ihre Versprechen hält.

Setzten Sie also Ihren Namen auf unsere Petition, nehmen Sie Teil am virtuellen Jan Satyagraha und rufen Sie die indische Regierung so dazu auf, diese dringenden Reformen umzusetzen.

Das Abkommen enthält Massnahmen, die es Millionen von Menschen in Indien erlauben werden, auf ihrem eigenen Stück Land für sich selbst zu sorgen. Das Abkommen wird lange ignorierten Gesetzen, die die Rechte armer und benachteiligter Gruppen schützen sollten, neue Kraft verleihen – so etwa dem Landreformgesetz von 1950 und dem Waldgesetz von 2006. Vor allem aber wird es die Zentralregierung und jene der Bundesstaaten zu einer neuen Zusammenarbeit bewegen, um sicherzustellen, dass landlose Arme und Benachteiligte zu ihrem Recht kommen.

Zum ersten Mal überhaupt können auch Menschen, die kein E-Mail haben, bei einer solchen globalen Kampagne mitmachen.
